Well the lyrics go something like this: These days (or times), your heart is speaking to you, and asking you to start dreaming again, start living again, you also have the permit, fall in love, once again.
The background is that the young lady is trapped in an unhappy marriage where she and her husband have grown distant and when she meets this guy, she wonders if she can fall for him etc.
